That was true where I lived in Numazu - they had a very bad tsunami about 30-40 years ago. Afterwards they put in a seawall all the way down the beach and an automatic gate (it drops whenever there's an earthquake over 4.0) to help protect the harbor.
Luckily, this time the tsunami seems to have missed them...
